Cesar Augusto was born in 1871. Cesar Augusto's father was Fernando Saguier and his mother was Petrona Pereira Y Oscariz. His paternal grandparents were Comandante Antoine Hubert Pierre Saguier and Francisca Carlota Viana De La Mora; his maternal grandparents were Vicente Pereira Y Brito and Maria Irene Oscariz Grimau. He had five brothers and three sisters, named Carlos Rodolfo, Pedro, Fernando, Carlos Francisco, Enrique Alberto, Dellia, Irene and Hortensi.
