Domingo was born in 1654 in Ruiloba, Barrio de Trassierra. Domingo's father was Antonio De Tagle Y Velarde and his mother was Catalina Brancho Del Corro. His paternal grandparents were Domingo De Tagle Y Guerra and Maria Antonia De Velarde Y Polanco; his maternal grandparents were Juan Alonso Bracho De La Guerra and Ines De la Sierra.
