Romeo was born in 1904 in , Montevideo, Uruguay. Romeo's father was Vicente Damaso Bisso Cravino and his mother was Juana Tagliaferro Rogg. His paternal grandparents were Juan Bisso and Ana Craviäno; his maternal grandparents were Geremias Tagliaferro and Beronica Roggero. He had a brother and three sisters, named Vicente, Maria Esther, Aâida and Elida. He was the youngest of the five children.-
