William E's father was Luther Clark Dilley and his mother was Mollie Humphrey.  His paternal grandparents were Luther Dilley and Pernina Ellswich Hackworth. He had two brothers named George and Luther.

They had a son and three daughters, named Living, Living, Living and Living.
