Levin was born about 1778 in ,,Of Virginia.1 Levin's father was Henry Talbott and his mother was Barbara Whaley. His maternal grandparents were James Whaley and Lydia Ann Ramey. He had eight brothers and four sisters, named Joshua, Osbourn, Augustine, Daniel, Reason, George, Charles, Henry, Hannah, Mary Or Polly, Nancy and Katherine. He was the fourth oldest of the thirteen children.-
