Shipley was born in 1851 in Of, Hawkins, Tennessee.1 Shipley's father was John Berry Shipley and his mother was Abigail Harvey. He had a brother and three sisters, named Shelby, Rebecca, Frances E. and Eliza C.. He was the second oldest of the five children.
