Tivis was born in 1857 in ,Hawkins, Tennessee.1 Tivis' father was Winstead D. Cobb and his mother was Nancy. His paternal grandparents were Joel Cobb and Sarah Winstead. He had five brothers and five sisters, named Andrew, William, John, Jesse, Lee, Nancy Jane, Martha, Sarah, Elizabeth and Joanna. He was the third youngest of the eleven children.-
