Louisa was born on May 23rd, 1833 in , Hawkins, Tennessee. Louisa's father was Stephen Winegar and her mother was Rhoda Robinett. Her paternal grandparents were Peter Winegar and Julia Ann Slusher; her maternal grandparents were James Robinett and Catherine Darter. She had five brothers and three sisters, named Michael, William, John, Perry, Philip, Julia Ann, Nancy A. and Sarah Elizabeth. She was the second oldest of the nine children.-
