Frederick was born in 1855 in , Hawkins, Tennessee. Frederick's father was George Walters and his mother was Lydia. His paternal grandparents were Elijah Walters and Sarah. He had four brothers and six sisters, named William, John, Robert, Edward, Nancy Jane, Mary E., Matilda F., Delpha, Margaret and Sarah. He was the second oldest of the eleven children.-
