Reinosa was born on April 8th, 1868 in , , Tennessee. Reinosa's father was Pleasant Henderson Starnes and her mother was Mary Jane Starnes. Her paternal grandparents were John E. Starnes and Elizabeth Pearson; her maternal grandparents were Pleasant H. Starnes and Matilda Denny. She had two sisters named Martha E. and Hillory S.. She was the second oldest of the three children. She died at the age of 64 on April 5th, 1933.-
