Rebecca was born in 1708 in Charles County, Maryland.  Rebecca's father was John Semmes and her mother was Mary Higdon.  Her paternal grandparents were Marmaduke Semmes and Fortune Watson; her maternal grandparents were John Higdon and Millicent. She had two brothers and two sisters, named Thomas, Claiborne, Anne and Mary.  She was the second youngest of the five children.
