Chloe was born on October 2nd, 1743 in Charles County, Maryland. Chloe's father was Francis Semmes and her mother was Lucretia Chapman. Her paternal grandparents were Marmaduke Semmes and Elizabeth Clarkson; her maternal grandparents were William Chapman and Jane. She had five brothers and four sisters, named Joseph, Marmaduke, Ignatius M., Francis, Williamson, Elizabeth, Jane, Ann and Eleanor. She was the fifth oldest of the ten children.-
