Carter was born in 1871 in , Hawkins, Tennessee. Carter's father was Newton Richards and his mother was Sarah Anderson. His paternal grandparents were Aaron Richards and Phebe Hundley. He had two brothers and three sisters, named Elijah, Noah, Mary Jane, Tennessee and Margaret. He was the third oldest of the six children.-
