Catherine was born in 1861 in , Hawkins, Tennessee. Catherine's father was Wesley Asbury Phipps and her mother was Eliza Jane Hale. Her paternal grandparents were William Phipps and Sarah Erwin; her maternal grandparents were Philip Smith Hale and Elizabeth Bachman. She had five brothers and four sisters, named William S., Nathan L., John M., Joshua, James W., Sarah Jane, Anna E., Mary E. and Fanny H.. She was the second youngest of the ten children.-
