Joseph P. was born in 1833 in , Hawkins, Tennessee. Joseph P.'s father was John Looney and his mother was Elizabeth Littleton. His paternal grandparents were John Looney and Mary Garrison. He had four brothers and three sisters, named James, Absalom, John, Orville, Matilda, Jane and Rachel. He was the fourth oldest of the eight children.-
