Frank was born in June 1877 in , Owen, Indiana. Frank's father was William Goff and his mother was Nancy Elizabeth Sluder. His paternal grandparents were Josephus Goff and Anne Clark; his maternal grandparents were Schleuter and Catherine. He had three brothers and a sister, named Henry, Arthur, Elmer and Flora C.. He had three half-brothers named George Emery, Charles H. and Joseph Sherman.-
