Foster was born on June 14th, 1742 in , , VA. Foster's father was William Cooke and his mother was Elizabeth Rives. His paternal grandparents were William Cooke and Rebecca Jones; his maternal grandparents were William Rives and Elizabeth Foster. He had four brothers and three sisters, named Thomas, Henry, James, William, Sarah, Elizabeth and Hannah. He died at the age of 75 in 1817 in , Greensville, VA.-
