Rachel M. was born in 1863 in , Hawkins, Tennessee.  Rachel M.'s father was George R. Cook and her mother was Jane.  Her paternal grandparents were Cook and Mary. She had two brothers and four sisters, named William A., James E., Mary Jane, Sarah A., Nancy Elizabeth and Julia A..  She was the third youngest of the seven children.
