Mann was born in 1766 in "Rosewell", Gloucester Co., Virginia.  Mann's father was John Page and his mother was Frances Burwell. He had three brothers and four sisters, named John, Robert, John, Sarah Burwell, Alice Grymes, Frances and Judith Carter.  He was the oldest of the eight children.  He died at the age of 47 on August 24th, 1813 in "Mt. Airy", Hanover Co., Virginia.
