Thomas was born after 1691. Thomas' father was Col. Henry Lowe of St. Mary's County, Maryland and his mother was Susannah Maria Bennett. His paternal grandparents were Henry Lowe of Park Hall and Prudence Lowe; his maternal grandparents were Gov. Richard Bennett Jr. and Henrietta Maria Neale. He had three brothers and five sisters, named Nicholas, Henry, Bennett, Ann, Elizabeth, Susanna Maria, Dorothy and Henrietta Maria.-
