Arthur was born about 1815 in Nk, Ireland. Arthur's father was Hugh George Webb and his mother was Louisa Bond. His paternal grandparents were George Webb and Caroline Elizabeth Boyd. He had two brothers and two sisters, named Ambrose, Hugh George, Caroline Elizabeth and Horalia. He was the second youngest of the five children.-
