Frank was born in November 1878 in New York, United States.1   Frank's father was Henry Francis Whitley and his mother was Eliza A Schooley. He had two sisters named Hattie and Eliza Ann.  He was the youngest of the three children.  He died at the age of 75 on August 10th, 1954.
