Charles Lewis was born on December 31st, 1792 in St Mary's, Maryland, United States,.  Charles Lewis' father was James Russell and his mother was Maria Graves.  His paternal grandparents were William Russell and Anna Buckner. He had three brothers named Jeremiah, Joseph A and Joseph Patrick F.  He was the oldest of the four children.  He died at the age of 75 on January 6th, 1868 in St Mary's, Maryland, United States,.
