Percy was born about 1889 in Alcester, Warwickshire, England.1   Percy's father is Thomas H Biddle and his mother was Elizabeth Stanley.  His paternal grandparents are James Biddle and Jessie Biddle; his maternal grandparents are Chas Stanley and Rebecca Stanley. He had five brothers and four sisters, named Charles H, Chas Hy, Albert, Victor, Ernest, Evwrie S, Lizzie S, Annie Maude and Emmily.  He is the seventh oldest of the ten children. He had a half-brother and a half-sister, named Ernest and Annie Maude.
