Herbert was born in 1844 in Burston, Norfolk.  Herbert's father was Robert BALE and his mother was Eliza[beth] HORNE.  His paternal grandparents were Timothy BALE and Mary CLARKE; his maternal grandparents are Robert HORNE and Priscilla LAND. He had three brothers and three sisters, named Jethro, Timothy, Ezra Clark, Mary, Eliza and Ruth.  He was the third youngest of the seven children.
