Hugh de was born about 1279 in Of, Wilton In Cleveland, Yorkshire, England.  Hugh de's father was John de BULMER and his mother was Theophania or Tiphaine de MORWICK.  His paternal grandparents are John de BULMER and Alice Mrs de BULMER; his maternal grandparents are Hugh De MORWICK and Agnes De HEYFORD. He had four brothers and two sisters, named Richard de, John de, Thomas de, Ralph de, Eva de and Albreda de.
