Joe was born in 1891 in Mississippi, USA. Joe's father was John R Watkins and his mother was Sarah Elizabeth "Aggie" Morgan. His paternal grandparents are Anderson Jackson Watkins and Martha Jane; his maternal grandparents are Aggie and Ms. He had three brothers named Robert A, Tobie Ira and Angus N. He is the oldest of the four children. He had a half-brother and three half-sisters, named J.R., Joephine, Emma E and Winnie.
