Bate was born in 1911. Bate's father is William F Feathers and his mother is Callie. His paternal grandparents were Jesse Feathers and Elizabeth "Eliza" Millhorn. He has two brothers named Claude and Hugh. He is the second oldest of the three children. He had five half-brothers and three half-sisters, named Samuel, William, James Monroe, Alonzo Garvin, Jack, Mary, Estella and Melissa.-
