Overton was born on December 20th, 1831 in Logan County, WV.  Overton's father is Harvey Elkins and his mother is Elizabeth D May.  His paternal grandfather was Richard Elkins Jr and his paternal grandmother is NANCY LESLIE McGuire; his maternal grandparents are William May and Polly. He has four brothers and a sister, named Miles, Leander, others, Milton Miles and Mary Jane.
