William (Billy) Payne 
William, known as Billy, was born in 1785 in Bedford Co., Virginia.1 Billy's father was John Payne Sr. and his mother was Sarah Ellis. His maternal grandparents were Austin C. Ellis and Elizabeth (Betsy). Thomas Payne was his grandfather through his father's adoption. He had three brothers and three sisters, named John, Moses, Ellis, Hannah, Elizabeth and Nancy. He was the third oldest of the seven children.-
