William Skaggs

William was born on August 7th, 1858 in Kentucky.¹ William's father was William Scott Skaggs and his mother was Ellen J.. His paternal grandparents were William (Bustle) Skaggs and Martha Patsy Perry. He had two brothers and three sisters, named James, David, Parthena, Lucy and Mary. He was the fifth oldest of the six children.
