Frances E. was born in 1920 in Durham Co, NC. Frances E.'s father was Burris 'Boroughs' Paul Roberts and her mother was Lottie A. Pendergraph. Her paternal grandparents were Albert Clark Roberts and Cornelia Elizabeth Paul. She had two brothers and a sister, named Boroughs Paul, Bruce S. and Lottie Mae.
