Stephen Phelps attended and graduated from Jefferson College in Carconsburg, PA. He then entered Allegheny Theological Seminary and graduated after four year. He graduated in 1862 and accepted a position as home missionary in Sioux City, Iowa. Then went to Waterloo, Iowa, Independence, Iowa (stayed one Year) and then to Vinton, Iowa. While there he became the first president of Coe College (eight years). He then went to Council Bluffs, Iowa where he was professor in Western Theological Seminary of Omaha followed by churches in Bellevue, Nebraska. He also taught in Bellevue College.
