George was born about 1616. George's father was Lucas (1st Earl of Fingall) Plunkett and his mother is Susannah Barbazon. His paternal grandfather was Christopher (Lord of Killeen) Plunkett and his paternal grandmother is Genet Dillion; his maternal grandparents are Edward Lord Barbazon and Mary Smith. He has three brothers and four sisters, named Christopher (2nd Earl of Fingall), Edward, James, Jane (Joan), Elizabeth, Suzanne and Catherine. He has a half-sister named Elinor (of Fingall).-
