Celia was born on March 9th, 1847 in Green Co., Kentucky.1 Celia's father was Henry C. Skaggs and her mother was Virginia Jane Underwood. Her paternal grandparents were Richard Skaggs and Jincy Jane Martin; her maternal grandparents were Hiram Underwood and Celia Buley. She has three sisters named Nancy, Jane and Polly A.. She is the second youngest of the four children. She has a half-brother and five half-sisters, named John F., Unknown, Matilda, Mary Louise, Martha and Arabella.General Notes
