Joseph was born on September 15th, 1669 in Rowley, Essex, Massachusetts. Joseph's father was David Wheeler and his mother was Sarah Wise. His paternal grandparents were John Wheeler and Ann (Agnes) Yeoman; his maternal grandparents were Humphrey Wise and Susanna Tidd.
