William was born in 1612 in Paignton,Devon,England and his baptism took place on June 17th, 1613 in St. Martin,Exeter,Devon,England.  William's father was Henry Or Penney PENNY and his mother was Jane PENNY.  His paternal grandparents were William PENNY and Mrs PENNY. He had three brothers and seven sisters, named Allen, Allen, David, Joane, Katherine, Cecily Or Penney, Jane, Alice (Alse), Susan and Ellinor.
