Hugh was born on May 1st, 1727 in of Cottrelstown,Palmerstown,Dublin,Ireland. Hugh's father was Mark Anthony Morgan Esquire and his mother was Catherine Coote. His paternal grandparents were Hugh Morgan and Penelope Fox. He had a brother and three sisters, named Childley, Penelope, Maria and Mary.
