Milton P. was born on November 30th, 1821 in Rockingham County, North Carolina. Milton P.'s father was Philip Gates and his mother was Sarah Mariah Wright. His paternal grandparents were Benjamin Gates and Mary Jane Vernon. He had two brothers and four sisters, named Charles S., Philip, Nancy, Minne, Polly and Susan.
