Hugh was born about 1233 in of Wigmore, Herefordshire, England. Hugh's father was Ralph de Mortimer Baron Wigmore and his mother was Gwladus Ddu "the Dark verch Llywelyn Fawr. His paternal grandparents were Roger de Mortimer Baron Wigmore and Millicent de Ferrers; his maternal grandparents were Llywelyn Fawr ap Iorwerth Prince of Wales and Tangwystl Goch verch Llywarch of Rhos. He had three brothers named Roger de Mortimer, John and Peter. He was the second oldest of the four children.-
