Joan de was born about 1240 in Wigmore, Herefordshire, England.  Joan de's father was Ralph de Mortimer , 2nd Lord of Wigmore and her mother was Gwladys "Ddu" verch Llewelyn , Princess of Wales.  Her paternal grandparents were Roger de Mortimer , Lord of Wigmore, Sir and Isabel de Ferrers; her maternal grandparents were Llewelyn ap Iorwerth , Prince of Wales and Joan Plantagenet. She had a brother and a sister, named Roger de and Maud de.  She was the youngest of the three children.  She died before 1295.

‌Joan de and Peter 1st Baron were married in a religious ceremony in 1st wife.  They had a daughter named Sibyl.
