Hiram was born in 1860 in , Hawkins, Tennessee. Hiram's father was John M. Klepper and his mother was Delilah Simmons. His paternal grandparents were Peter Klepper and Catherine Myers; his maternal grandparents were George Simmons and Catherine Loudermilch. He had two brothers and four sisters, named Peter, William R., Roena, Mary, Barbara C. and Rosa C.. He was the oldest of the seven children.-
