Joseph was born in 1721 in Prince George County, Virginia. Joseph's father was John High and his mother was Mary Alsobrook. His paternal grandparents were Thomas High and Hannah Clements; his maternal grandparents were Samuel Alsobrook and Mary Ironmonger. He had three brothers and two sisters, named John, Thomas, David, Eliza and Susannah.-
