William W. was born in 1870 in , , Tennessee. William W.'s father was James Young Crawford Brown and his mother was Rebecca Jane. His paternal grandparents were Thomas E. Brown and Sarah Sizemore. He had five brothers named Theophilus G., Franklin W., George M. S., Thomas E. and Clinton J.. He was the youngest of the six children.
