Joseph L. was born in 1851 in , Hawkins, Tennessee.  Joseph L.'s father was Richard M. Bishop and his mother was Mahala Price.  His paternal grandparents were Samuel Bishop and Anna. He had two brothers and two sisters, named Robert, Charles, Beersheba and Mary.  He was the second oldest of the five children.
