Luis' father was Francisco Lusinchi De Armas and his mother was Cenobia Saba Requena Gomez.  His paternal grandparents were Francisco Lusinchi Martten and Dolores De Armas Ruiz; his maternal grandfather was Eusebio Antonio Requena Manrique and his maternal grandmother is Cenobia Gomez. He had two brothers and six sisters, named Jose Antonio Hermogenes, Francisco, Cenobia, Maria Angelica, Teresa, Mercedes, Julia and Carmen Dolores.
