Thomas Richard C was born in 1856 in Otley, Yorkshire, England.1   Thomas Richard C's father was Francis Petty and his mother was Mary Carr.  He had three brothers and four sisters, named William H, . John Procter, Albert H, Mary J, Ann E, Henrietta and Julia.  He was the seventh oldest of the eight children.
