James Tomlin was born in 1853 in Arncliffe, Yorkshire, England.1   James Tomlin's father was William Petty and his mother was Margaret Tomlin.  His paternal grandfather was William Petty.  He had two brothers and two sisters, named William, George, Alice and Elizabeth.  He was the second oldest of the five children.
