Francis was born in 1859 in Sutton, Kildwick, Yorkshire, England.1   Francis' father was Thomas Petty and his mother was Sarah Bottomley.  His paternal grandparents were Richard Petty and Sarah (Petty).  He had a brother and two sisters, named John, Margaret and Elizabeth A..  He was the oldest of the four children.
