William was born about 1800 in Kentucky. William's father was Seth Cook and his mother was Frances 'Frankie' Wilcoxson. His maternal grandparents were Daniel Wilcoxson and Sarah 'Sallie' Faulkner. He had four brothers and eight sisters, named John, Jesse, Daniel, Seth, Sarah 'Sally', Nancy, Ann, Mary 'Polly', Malinda, Frances, Jane and Martha.-
